Well in my book it was and weve certainly seen less given.
Id love to hear the referee explain his choice and to hear why exactly VAR thought it wasnt a clear and obvious error that at the least deserved a second look.

First half after the first goal, youll catch it on MotD in the highlights if youre in the UK, couldnt excuse ref missing it and it was a shocker from VAR to not award it.
In the end it didnt matter, but it could easily have been a problem if Spurs had nicked one.
