We asked for expanded background on the IIJA and for the Appendix E to be moved to the body of the plan. We also had concerns regarding the scoring matrix in Table 8-4 and E-6.

The route to Fargo would run during the day and could use the same Empire Builder route as Chicago to Seattle. The route to Kansas City could eventually connect Minnesota with Texas, allowing riders to bypass Chicago when heading west.
