I haven't looked into Spengler's use of the term, but in that context he probably means it in a way that implies heroic, or pioneering, in a sense that's probably tied to "conquest".

Lune's confusion shows in her eyes, and the Huntsman seems to be agitated as sweat forms on his face LUNE, HUNTSMAN: ? PANEL 6: A pair of figures clad in black leather suits and face masks appear in the crowd, seemingly approaching the stage. Their face masks have green spectacles and conceal their faces, and their shoulder plates bear a strange symbol. The commoners are quiet, regarding the figures apprehensively. HUNTSMAN (WHISPERING, OFF-PANEL): Oh, fuck me...
