The axioms "Never buy a pig in a poke" and "Don't let the cat out of the bag" are derived from the same medieval situation where a dishonest merchant would pretend to be selling piglets, but when the "piglet" was put in a cloth bag (poke) to be taken away by the buyer, it was really a stray cat.

If he is willing to have the House vote to release, then he can just instruct Bondi do do so. There is no need for a congressional vote. Can it be any more obvious that Bondi is going to decline (respectfully, of course) to do so on the grounds there is an ongoing investigation?
