Should they merge, what does it mean for previous roles of PCs and their retinues? And, is the revolt then wider or more narrow in focus?

Right on. I see it as a potential challenge to integrate and align with parallel peasant revolts occurring, on the wider stage, in other regions. Support might come from afar. Analogous to when Guevara went to Bolivia, post Cuba...

Does the game have a mechanic that, when you rise above the regional level, you have the chance to band together with other peasant revolts that may have arisen, independently, in other parts of the land?
