it does actually have a set outcome that the game relies on! the order of cards in the deck. ESPECIALLY when casinos standardize their dealing habits. The players bet on a locked in, determined outcome that is unknown to them (each other player's hand). Just like betting on WWE.

that seems reductive. Once the cards are shuffled, a game of poker has a predetermined outcome. This means nothing if you don't know what that outcome is. Just because the actors know what's going to happen doesn't mean the thousands of fans do 😂
