Just noting that in your hypothetical you’re converting those thousands of human samples to a single individual, and that’s where the line is crossed.

No. Strong no. You cross the line into human subjects research if you're tracking down individual people and it doesn't sound like you've considered the need for consent or involved your IRB for ethics oversight.
