Carney has handed Smith the equivalent of a participation trophy. Nothing else. As you mentioned, there's no case to be made for another multi-billion dollar pipeline, unless one owns a pipeline construction enterprise. The technology for higher throughput exists, without a new build.

Currently in Canada as far as I understand, used to check for stolen vehicles, or to flag vehicles based on owners having outstanding warrants.
That's pushing my limit already, but this 'targeted' selection of individuals at borders, in the age of 'Palantir' has awful potential. Just frightening.

Neither Enbridge nor TMX is going to invest the major escudos, put lawyers into inevitable court challenges, or further depress the price of Alberta bitumen through oversupply. But putting the keys into Smith's hands allows this to wither into obscurity in a longer timeline than Smith's career has.
