Start at the root of the problem. Undereducated people from red states voted in the #OrangeDolt and doormat Congress. Reform the education system. All grades (elementary & high school) from all states should have to take the same set of midterm and final exams and if necessary remedial classes.

I don't pity most tourists (not all since some booked 18 months in advance) because I've heard of a lot of them thinking that with there being less crowds with border issues, they will have an easier time seeing everything. The attitude is "Yeah, I know he's fascist but what can you do."
