You can submit an Outline Application w/ minimal environmental assessments, for a warehouse.

Then submit a Reserved Matters app. When ppl ask for envi disclosures so they can comment, you refer them to the minimal disclosures made at Outline.

The Data Centre, btw, got approved with *basically zero* environmental disclosures.

How? They exploited a loophole in planning legislation by which Data Centres are *technically warehouses* so have minimal environmental impact assessment reqs at outline planning stage.
