Pure evil is way beyond being unsympathetic. Sympathy is the sense of understanding you reach after recognising a degree of commonality with another person, it's completely disconnected from any assessment of action or morality.

The alternative to pure evil is not solely a sympathetic villain, there is a whole range of possible depictions of evil that don't turn on audience sympathy. It's not one or the other.

That seems to also be true of many other kinds of conflict, so if pure evil is not, as you say, in itself interesting, surely you can explore the complexity of victimisation via narrative tools that are themselves also interesting
