Right. It's like the ACA. The ultimate goal is to reach universal healthcare, but the system needed a strong foundation to reach that. And keep in mind there is no one way to achieve UHC.
And while we're at it, can we destigmatize "incremental advances" and "building on previous work"? Because I'm not sure how new flashy discoveries are supposed to lead to anything useful without a lot of incremental advances that build on previous work.
