No, they said he resigned because of "money related trouble".
But of course, I just couldn't resist...
My point is, if the original publication had been "A tokoyama resigned because of extortion", you'd be saying "that's too vague, extortion of whom?".
Well, if they just said "extortion", the next question would be "how was he in a position to extort anybody". So you'd have to say it was a junior tokoyama, and the secret is out.
So you insist on knowing who it is? Well, I guess the damage is already done. He extorted money from a fellow tokoyama, a minor, from the same ichimon.
Well, the details are out (in Daily shincho), and yes, they pretty much doxxed the person (he is not from the heya, though). I suppose the JSA could have said "he took money from someone in the ichimon" and it wouldn't reveal him, but it still wouldn't explain anything.

Well, they said that revealing the details of the trouble would hurt the victim's privacy. I take that to mean that the nature of the "trouble" in itself doxxes the victim. So yes, it's vague on purpose.
Well, if a victim refuses to say he is a victim, you can't really tell. Maybe it's under duress, and maybe he really sees this thing as just part of a drunken party and doesn't feel violated.

The bottom line is, neither the Tokoyama nor Tomokaze (who was not a minor) were kicked out or arrested.
The rikishi involved said it was all in good fun, boys will be boys etc.
Side note: this Tokoyama has been involved in the butt-chugging scandal, i.e., stuffed a sake bottle into a rikishi's anus, and also drank beer despite being underage at the time.
