If there's any blurring it's because Flock etc are not technically government employees, but that's a letter-vs-spirit of the law thing. If the state hires a mercenary to violate your rights, it has violated your rights.

Yes, I know what it literally means.

A government surveillance camera is the technological equivalent of a government agent. If the state appropriates a citizen's private property to spy on its citizens without compensation, that is tantamount to quartering its agents on that property.
