Not being indicted doesn’t prove no pressure. It only proves an indictment hasn't happened. The real question: Did Trump lean on DOJ to go after his rivals? And we all saw him say it out loud in a tweet to Bondi.

It all depends on whether there are, in fact, "available funds" -- depends on the appropriations language. Not sure how Pat Kennedy managed it (suspect it is part of some finagling in the language in the approps bill. But, without Congress ok, can't have a rainy day fund.

We may be facing a largely overlooked red-line moment: the claim that a President, as Commander-in-Chief, can “use available funds” to pay troops without explicit appropriation. The power of the purse belongs to Congress.
