You have to incentivize the change you want.
Making a metro line, where you pay upfront, is less convenient and takes more time are all losing propositions. Removing one of those limitations is a great tool
Iowa City made its buses free in Aug 2023 as a 2-year experiment. Worked so well, city council extended for another year. Paid for with a 1% increase in utility taxes and by doubling most public parking rates to $2 from $1.

"Open Enrollment" should be a set window that is the same for the entire country, no matter what company you work at.
Also, this shouldn't exist because everyone should have health insurance (and dental/optical, I don't know why these are split out aside from inertia)
