U.S. district court judges in Oregon, California and Illinois, and appellate judges in 7th Circuit Court of Appeals, have all made rulings against Trump’s attempted National Guard deployments that have targeted cities and states governed by Democrats.

The "factual background" begins with something irrelevant and erroneous. Dallas is not in Oregon, and the Dallas shooting wasn't connected to any ICE protest.

If that's enough for the President to federalize a different state's National Guard and deploy them elsewhere, then the power is limitless.
