Military hotlines with China are relatively useless, because Chinese counterparts do not dare speak with foreigners in crisis due to the political nature of the moment, and dialogue is something you have to ‘earn’ from Beijing due to good behaviour. In a crisis, you do not ‘deserve’ dialogue.
