If you really wanted to bring industry back to the US, you'd expand on the CHIPS, Build Back Better and Infrastructure bills. You'd ENABLE industry to build the INFRASTRUCTURE needed to grow here (perhaps w/ strategic tarrifs) vs just cutting off imports in the hopes industry will HAVE to grow here.
