I think calling it a "war crime" sanitizes it in a way.
If there was a war, there would be some hypothetocal condition where force would be acceptable, even if it wasn't this one.
But there isn't, so there isn't. It's simply premeditated murder.

Reagan doesn't get nearly enough mainstream hate for this. Like there were conservative republicans at the time who were looking at AIDS deaths and going "What the hell are you doing?!" and the administration's response was basically "U gay too lol?"
