The lie stems from the fact that the Social Security Administration transfers funds to the general account by purchasing government bonds. When they claim Social Security is bankrupting the Treasury, they actually mean they don't want to repay those bonds.

Who will take over their tasks now, given that the work doesn't just vanish, especially without any apparent transition period?
If Linda McMahon and the Department of Education believe in "efficiency and accountability" (after laying off half of the department), then I'm sure they'll gladly publish a list of every position that has been eliminated and why that position is no longer needed.
