Doesn't give any indication. I didn't buy tickets, so don't know what information you had to give. For instance, in cases where I bought tickets for visiting friends, or vistors bought tickets and invited me and family along.
The article says Expo organizers worked with overseas influencers with large audiences but this strategy failed. You wonder how blame is being allocated. If booking was ultimately a key point of failure, then it would be hard to know whether marketing fell short in drumming up interest.
It's not stated how the Expo data distinguishes between a foreign visitor from overseas, a Japanese visitor from overseas, and a foreign resident of Japan. Perhaps people who bought tickets will have more insight.
