Justin's right. It's definitely a metaphor for Trump's failing economic policy.
Demolishing the East Wing of the White House before finalizing plans for what will be built above its ruins is a near-perfect metaphor for Trump's approach to economic policy. The only difference is the wrecking crew doesn’t claim the rubble is evidence of unprecedented growth.

Imagine if a neighboring state attacked your state & demanded a peace agreement giving them 20% of your land.

Then if that state targeted civilians, killing 1000s, and kidnapped >19K kids & adopted them out, would you be willing to accept a peace agreement, forget about all of that and move on?
