It’s a tragedy that no technology exists to detect when an object moves or where it moves to.
I don’t think the solution you’re proposing is viable (or just).

Far better to put that energy into more not-for-profit & co-operative housing that have a diverse blend of income levels - making for stronger communities and stable availability of affordable/subsidised units.
Someone who bought a house in Hamilton 10 years ago has a lower mortgage payment than a 1 bedroom apartment today.

Should they sell at/close to the price they paid to ‘make room’ and eat the increased cost, just because they might able to afford it?

Non-profit != subsidised.

In fact, with most non-profit housing, people paying full rent (‘market’) are actually contributing to the subsidies needed by their neighbours.

Even then, rents will be lower because they’re not funding profit margin.

It’s a model we’ve tragically underinvested in.

One step: parking fines that exceed (by a good multiple) the cost of parking, to address the folks who treat getting ticketed once every few weeks as preferable paying daily.
