I think "cause to be performed" would potentially be the electioneering violation levied against Lombard if any. Poll workers wore the badges in the past, but Lombard was not on the ballot. Per Morrell his workers wore lanyards with his name too.

Penalty is fine up to $500, imprisonment up to 6 mo.
