Both cases are called assaults, but the outcomes differ sharply. An ICE agent shot Rev. David Black in the head with a pepper ball and faced no charges. A man who threw a sandwich at a federal officer was arrested, fired, and prosecuted. One caused real harm; the other threw lunch.
