I have trouble even seeing any legal or moral justification for the first strike on the boat, let alone the second. it's just (ostensible) drug traffickers. when do we just immediately kill drug traffickers, with no warning or attempt to apprehend?

I am guessing the majority of people are either okay with both or not okay with both. (so, either fine with AI trained with consensual or non-consensual data, or not fine with AI trained with consensual or non-consensual data)
Would people be cool with an LLM trained entirely on synthetic data and data sourced by consent?

The Appview code should have everything blueskys appview does, the only problem it is running into is getting the right numbers for database connections and pooling.
