Something like this with some Dawn dish soap, water, and vinegar in it would allow the soap to suds up as it was sprayed, and the suds would theoretically prevent powder from rising in reaction to contact with water, and the soap would bind to the powder.

At least, I hypothesize. Scientific method!

So much more gas & so many more flashbangs, and at least one spontaneous blast OC that did not ignite properly, so it left a large amount of spicy powder in the road.

People keep trying to pour water on it to neutralize it, but that won't work because it's a hydrophobic powder. DISH SOAP.
