After the night I've had this really is the most I can do right now LOL. (I thought my 11 year old laptop had finally kicked it. My cat kicked my drink all over the room. The laptop lives. The cat believes he has done nothing wrong. And he's right.)

The most obvious thing is for it to be largely subterranean; virtually all undead are extremely vulnerable to sunlight because the sun hates them so intensely.
How many of them are there voluntarily? Probably a lot tbh like imagine dying, coming back and then still being expected to pay taxes or some nonsense.
Where is this penal colony for corpses located? Not sure yet. May be more than one. There are logistics to consider.
Point is I solved one worldbuilding problem and in so doing created others!
