欧盟计划在2028年前停止进口来自俄国的能源，包括石油、天然气和核能。

根据欧盟的一项提案，到2027年底天然气进口必须完全停止。大多数成员国已于周一同意这一决定。欧盟将在2026年就停止签订新的俄国天然气合同，为全面禁止进口做准备。

欧盟能源事务专员丹·约根森表示，这一决定向外界发出了明确信号：“我们将不再允许俄国把能源当作对付我们的武器。我们也不再接受自己依赖一个侵略者的能源。”

在27个成员国中，只有斯洛伐克和匈牙利没有批准该计划。欧盟方面估计，今年仍有约13%的进口天然气来自俄国，价值约150亿欧元。实施进口禁令后，欧盟对俄国的能源依赖将明显降低，这将对乌克兰非常有利。
