The question about helmets is relative to vehicle safety, and studies do show that if more people bike because helmete aren't required, overall safety increases. But from an individual perspective, wear a fucking helmet. (Zohran probably isn't for understandable image reasons)

Abuse has a strong implication of injury to what or who is being misused, not a third entity on the receiving end. Pervert and corrupt are both great words, and closer, but are more generally about cynical misuse than the specific harm to others.

I dunno, I think it's a fine word. It has a specific implication the others don't: it's to misuse something hitherto benign in order to damage something or someone else.

I doubt they believe much of what they are saying. Sowing so much doubt and confusion that the people find it hard to tell truth from lies is a classic part of the authoritarian handbook.
