Welcome development. NB that the citation need not be against any particular criteria (eg merit and willingness to be an active member): contrast Lord Norton’s Bill, though presumably parties will usually want to make a case under both heads to avoid ridicule. bills.parliament.uk/publications...

Tnis interview with Liberty is well worth a read. It highlights a number of issues that are not being given sufficient consideration in this very complex and highly nuanced debate.
I think you'd appreciate this piece explaining why Liberty are opposing the current bill, with reference to how this ought to be done.
