The plant in my cover photo is my favorite cactus native to Washington state! Pediocactus nigrispinus grows high up on the semi arid ridge tops in central Washington. They can be difficult to locate, but another benefit of the large wind farms nearby is providing protected habitat for these gems!

This isn’t quite what you asked for, but sort of.
And I think situationally, the person from the future will outrank the person from the past, regardless of what’s technically true. (They will have kick-ass tech.)
I think the chain of command and the temporal prime directive are sort of intertwined. Presumably, an ensign from the future would only be interacting with an admiral from the past on orders from the Command in their time. If that ensign has gone rogue, there could be trouble.
