Exactly why the money markets, commerce,banking,financial services,all the services of greed, profit & corruption causing most of the world's problems is reigned in, controlled! These institutions do nothing for the majority & EVERYTHING for profit,greed & those robbing democracy and decency!
It didn't dampen the greed in 2001 or 2007 either.

Bankers' greed can *never* be satisfied, and they know that the rest of us will be forced to come and bail them out if the worst case happens.

Personally I'd ban cigarettes and tobacco completely all the ill health, death and destruction it causes and the drain on the NHS and its vital services from its toxic stain
Smaller retailers shouldn’t shoulder the cost of age-verification tech — but the tobacco giants making £900m a year with 50% profit margins certainly should. The merchants of death must pay for the harm they cause.
