Those actions are what a reasoning entity would do. LLMs, even ones well trained via RAG, can NOT do that. It is a graph, spitting back the best match in the graph. There is zero organic capability to reason.

CHP just announced that a stretch of I-5 will be closed Saturday, October 18, for a military event at Camp Pendleton.

The freeway will stay shut until it’s over, and yes, they’re planning to fire live rounds over the highway.
