This is from the CitizenAID pocket guide and has also been the official advice: run, hide, tell. But as we have seen in recent days, people caught up in attacks are also motivated to help others, including strangers.
Given the events of the last few days I think it's worth the reminder that rail staff (Northern) also acted with true professionalism in response to the Manchester Arena attack too.

It's important to look at what passengers actually did. Not just flight, but also information and assistance:

Pedantic I know, but there should have been an 'Unaffiliated/Other' group in the graph (i.e., mean 'Very Negative' for the groups shown is 48.2% not 41%)

CBS Austin video of the top elected official, Kerr County Judge Rob Kelly. Covering disasters like this more than 25 years I can’t tell you how many times I’ve heard this kind of justification.
I visited the museum two weeks ago. The whole place was dark, tired, and uninspiring.

And to realise it was an actual body on display…I don’t know what to say.

…except, Yes! The answer is Yes!

Watching the shocking imagery of tourists running off the slopes of Etna ahead of a collapsing pyroclastic cloud is making me think of Galeras, Chouet's harmonic tremors...and most importantly, how we need to continue to develop effective warning systems to keep people safe...even adventurous ones
