kinda has his own agenda though because i was thinking of giving him native roots

and maybe he inherited an ancient curse of his family's that draws him to silent hill in the first place... (i wanna toy around with a sort of 'mutant werewolf' idea lol)

works closely together with the maine police department so knows from cybil first-hand about wtf happened in SH1
nobody believes cybil but he's kinda the only one who takes a huge interest in the town

might be working for a secret company though
has a very particular interest in the occult
