I think the problem here is that Very Serious Politics Understanders tell themselves that politicians are demigod 4D chess players whose plans cannot be divined by mere mortals, and who should be unquestioningly praised for their magnanimity.

In reality, The Emperor is really just a naked old guy.
I don’t know and I don’t care! All that matters is that they have done it now and they should be praised for doing so not harping back to why they don’t the year before when they inherited a skip fire.
