Military aid to Ukraine has fallen substantially, even as Russia’s aggression has not.

That hard fact, not any “change of tone” or “expression of frustration” or “consideration of sending more advanced equipment” is what matters most on the ground. Moscow surely knows that, and sees encouragement.
