Not to jump to any significant conclusions, but I have to imagine that a large part of the commitment to Vitello is having him come in and help reshape the player development structure. Which would probably be a good thing, the org has been middle of the road there for a while.

I would’ve had interest in Scherzer last offseason, but after his velo bounced back +1 MPH and the strikeouts stayed down, meh. 4.23 ERA, 4.50 FIP, 1.73 HR/9 over his last 3 (mostly hurt) seasons.
Assuming Giants and Tony Vitello can agree to salary terms, there will be a lot of ripples to this news. Let's get ahead of one: If Max Scherzer wants to pitch next season, it'll be no surprise at all if he signs with the Giants. He and Vitello have a special relationship going back to Mizzou.
Here's Vitello, from July, talking about 'conditioning' that resulted in velo and power jumps. It wouldn't surprise me if the Giants tried to get on board with this throughout the org.

It’s been my suspicion that DeRozan is way more of a problem for the Kings than LaVine, and these preseason games haven’t really shown me anything to dispute that. Luckily trading DeRozan is a lot easier to get done
Now, one could and probably should argue that they have a core locked in is good enough to enter “blitz the market and try to win no matter the monetary cost” mode. If Posey’s willing to do that, we’ll have to wait and see.
If they’re willing to go up to the CBT line but no further, it’s going to be tough to address all of their holes. Say they go after Bassitt at 15, Helsley at 10, a catcher at 7, trade for Nootbaar at 6. That brings them to only $7-12MM below CBT, and still ideally go after a few further RP.
Mapping out a plan really depends on how much they're willing to spend. Maybe they go for one big commitment, knowing Roupp, Birdsong, Whisenhunt, and Tidwell will make up the bottom two rotation spots. Bring in Márquez or Manoah on a cheap deal in Feb to try to squeeze something at little risk.
It's a quite weak class once you get past the big commitments. Bassitt and Kelly are the best of them, but both are going to be 37. Other than that it's dart throwing on which one of the dozen and a half 0-1.5 WAR pitchers are a little better next season. Gallen or Eflin bounceback?
Who would you prefer from the second tier of starters if they add 2 SP via FA?
J.T. Realmuto is also a free agent, but doubt he takes a reduced role. He's also an awful defender and the bat hasn't been good in some time.
