Trump was sworn in on 1/20. It took less than 9 months to select an architect, prepare CDs, hire contractors, go thru Section 106 or 119...? Impossible. The drawings must have been prepared before the inauguration, there were no public bids and Section 106 or 110 was likely illegally ignored.
