I have no clue why the hell the animation is causing the skirt bones to freak out the way they are, but good news... I updated AetherBlend to v.22 so now I can edit the skirt bones. So I guess I'm going to be completely recreating the animation, and making it better with Aetherblend all together now

Just like when I chose to play as an Argonian in Skyrim, it's the closest I'd get to a dragon.
