The Fae uses this little city not to toy with them in sadistic ways but to observe. They want to see how this little society on their miniature city develops.

Dragons often form networks of social connections with people. One of the ways this manifests is that they can also lend to or borrow size from their followers and friends.

Be careful, take too much and they become kobolds who suffer from maximum sjze reduction.
