Why is this so difficult? You go to the guy who shot the boat and say, who gave you the order?; whoever he names, you go to that person and say, who gave you the order?, and so on till you get to the person who didn’t GET an order. And he’s the one to blame.

As a veteran who served in intelligence, I want to introduce you to EXORDS: the execute order from the President to SecDef. This allows 60 days operations under the War Powers Act. The President must advise Congress and gain approval to continue.
