Although the Congress is given the power to determine its own rules, there is no suggestion that it includes the power to exclude a duly elected and qualified member.

There is a large body of law regarding membership even in private associations that holds the association must follow its own rules.

2/arguing to change that law. No doctor would refuse treatment regardless of the law. What happens is the ER gets reimbursed. Some ppl who get ER care are undocumented. The law requires them to be treated.
