I just realized why he thinks he can drop the price of medication by 300/400%. It's because he's thinking it's like stocks, where it's about the percent CHANGE, not the percent price. Something that's $1 and is reduced 300% is them handing you $2. But the percentage CHANGED could be far more likely.
