I don't think the president needs to sign, I think the statute says the president can impose tarriffs without congress in a declared emergency, but congress can void the emergency with majority in both chambers, reclaiming delegated power, the house needs to pass it though

If there is an issue that non-voters disproportionally care about (lets say legal weed), the people who get the candidate to change positions and reach out- voters for legal weed, they lead and then social and campaign effects activate
So how do campaigns respond to non-voters? Removing and aiding with structural barriers (registration drives, voter rights laws). Trying to gain attention in the flow of life- media, door knocking, phone trees, emdorsements
The average non-voter is not some principled hermit waiting for a candidate who calls to them, some have structural barriers, some just get caught up in life and it slips on by 'oh, the election was yesterday', some have decided nothing matters
Parties listen to *voters* not non-voters, they are more likely to listen to ppl who vote against them, whether the other major party or a third party of surprising strength or fucking Daffy Duck than someone who signals they can't bother
