This isn't necessary. Given the lack of specialization over there, probably every refinery in the country has had Western consultants and equipment providers in it. I know one or two myself. Put out the right feelers, and you can find people with inside knowledge in the private sector in the West.

I wonder how much of it is due to a bottleneck because of the inability to produce large end products like armor. You can make all the tank and APC shells and frames you want, but it doesn't help if sanctions prevent you from making the parts that make it work.
I think we're getting to the point where you can definitively answer the perpetual question in your loading threads whether it's the economy or rail issues that drive dropping loading...

I don't think we can underestimate the hold the CCP has on the people's minds. There just aren't that many people trying to flee China. Besides, could they? There's a reason Siberia is synonymous with gulags.

And the massive influx of resources would help alleviate the youth unemployment problem.
