If Billie is acting as V, maybe if Johnny feels bad for her enough, he offers to act as a surrogate dad, just for one night.
While Billie could never see him as a father figure, the sentiment would be enough for her.

Nomad kids don't always know what their birthdays are but Billie does. Her dad would always do something. Usually he would have something squirreled away from a heist for her.

Without her dad, she isn't sure what she is going to do.
