"Cancelling Biden’s executive orders” refers only to policy directives

Executive orders govern operation of executive branch (regulations, agency priorities, immigration policy etc.)

They do NOT include pardons, commutations, or clemency decisions

In 2 hours time the NHS is expected to announce A very limited and risk targeted prostate cancer screening program.

This is obviously timed so that they can run away from their computers after they press the send button and hope that they can't avoid direct fallout from the controversial decision
